What this actually involves
A garage is not a room yet. The slab usually slopes to the door, the walls are uninsulated, there is one circuit for the whole space, and there is no vapour control under the finish floor. Converting it properly means solving those four things before a single sheet of drywall goes up, which is exactly the part a cheap conversion skips.
